CALUBIAN- RECIPIENT OF ATI-TIER 2 PROJECT

Under the Agriculture and Fishery Modernization Act (AFMA), the Local Government Units are responsible of providing direct extension services to the farmers and fishers to increase farm productivity but it is such a gigantic task especially for LGUs with highest poverty incidence to do this.  It is presumed that investing for the poor will yield greater impact that can be attributable to the interventions that shall be provided.  Extension, therefore takes a concerted effort, hence DA-ATI must come in. 

This was the overview shared by our speaker during the orientation seminar on the implementation of the ATI-Tier 2 Project held at Hostel, VSU, ViSCA at Baybay City conducted last May 2-5, 2017. The project is aimed to improve farm productivity of the 22 poorest provinces of the country through provision of high-impact extension interventions. Leyte is considered one of the poorest of the poor provinces thus Calubian was among the municipality-recipient.

The Office of the Municipal Agriculturist of the Municipality of Calubian is the implementing arm of the project. It has started its implementation through direct consultation with the prospective beneficiaries through Focus Group Discussion (FGD). Individual preferred livelihood were identified by each beneficiary and list of supplies and materials were produced by them. Then it was followed by a baseline survey to benchmark the  economic standing of the beneficiaries before the project started.
