THE FIRST 100 DAYS IN PUBLIC SERVICE OF HON. DOROTEO N. PALCONIT, MUNICIPAL MAYOR OF CALUBIAN- AN ACCOMPLISHMENT REPORT TO THE CONSTITUENT OF CALUBIAN
(A message delivered by Mrs Leonora Misa- LGOO V during the First 100 days In Public Service of Hon. Doroteo N. Palconit last Oct. 1, 2010)
Our newly-minted Local Chief Executive is a professional leader, equipped with Masteral Degree in Management and miles of experience in life and in work, is the hope of the Calubianons to progress and development in the future.
His first 100 days agenda implementation is accomplished primarily on getting acquainted with his powers and responsibilities and familiarize on laws pursuant to Republic Act 7160 also known as the Local Government Code of 1991. He organized the Office of the Municipal Mayor and conducted an inventory of employees and familiarization of Heads of offices and their departments.
Getting to know the financial and physical status of the Local Government Unit is in a slow process for failure of the previous administration to conduct turn-over and physical inventory of properties including document and records affecting LGU operations.
He established rapport with the National Government Agencies and different institutions for linkage, Sangguniang Bayan and Barangay Officials for coordination and support and organized the Local Special Bodies for their participation in development(In photo is Mrs. Leonora Misa delivering her speech before the participants of the fun walk for a cause).The LGU started to move on to the delivery of various basic services to the constituents. Social services pertaining to health, education, housing, water supply, livelihood and other economic development. Agriculture and fishery programs are being improved and intensified. He also improved the render of services of the Local Government Personnel and officers guided with the rule of law and principles of transparency and dedication towards work in his administration.
As we observed and witness from July 1 up to the present since he assumed office, visible transformation of the LGU in terms of cleanliness, orderliness not only in the Municipal Hall and its premises but the entire urban area of the municipality which gain appreciation and WOW . expressed by proud and happy public.
The Hon. Mayor had also improved services delivery, to be efficient, effective and equal, irrespective of political color with an objective for satisfaction and immediate action. As a new policy of the Mayor, everyone who will request to use the ambulance has no expenses because the LGU will provide diesel for the trip.
Besides administering wedding rites as part of his powers vested in him by law, he initiated and conducted meetings to sectoral groups such as bus operators and businessmen for better and smooth operations responsive to public comfort and needs.
Knowing the assets and liabilities of the LGU, financial status, procurement and disbursement, he is now planning to implement priority projects with funds availability with the participation of common citizen and coordination with local and barangay officials for transparency and proper implementation of various development programs and projects(Hon. Palconit delivered his very emotional message to the crowd).Not to forget the challenging event, the successful Fiesta Celebration of Calubian, the proof of unity and coordination of all sectors and dynamic leadership of Hon. Mayor Doroteo Palconit we had a grand and festive affair.
